This utility is very similar to IMF Manager, an open source utility written by a Microsoft employee.  This utility is very promising and is worth a look, however I have been unable to get it work properly in my environment.

Notes from site:

Microsoft® Exchange Intelligent Message Filter (IMF) is an extension of the Exchange 2003 product, to help companies reduce the amount of unsolicited commercial e-mail (UCE), also known as spam, delivered to the users inbox. IMF puts suspected messages away in an archive subdirectory of the Exchange mailroot folder structure.

With large numbers of messages filtered by IMF, administrators have to decide what to do with the contents of the archive. IMFcompanion allows administrators to view, delete or unblock filtered messages. The unblock function returns message to the pickup directory in order to allow Exchange to deliver the message to the user inbox.
