how to connect two exchange server2003? or use pop3 connectors to pop mails from exchange inbox?

Hi All, I have a exchange server2003 in my domain, I want to fetch its information (mails), I have a server to do this in different phisical position. I try exchange pop3 connectors but they can't get mails from exchange server2003! is there a policy or settings to allow pop3 connectors to retrieve mails from exchange server? Or is there possible connect two different exchange server (in different phisical position) for example synchronize them so both of them get mails wich received in specific domain? I have only one domain and one valid ip address.
