Exchange 2003 (SBS does though) does not come with any POP3 connectors that download mail from a POP3 account into a mailbox. The POP3 service included with Exchange 2003 is to allow users to connect to the Exchange server to retrieve mail from their Exchange mailbox.

If you need a connector to download POP3 to mailboxes there are a number of ways to do that. A number are listed here: http://www.slipstick.com/exs/popconnect.asp

If you want to connect to the Exchange server with a POP3 client, the mailbox setup is identical to other mailboxes.
